Recently two of us had to renew passports. Applications were printed and photos prepared at the same time and in the same way.
One went first to this post office and the application was accepted. I went on another day attending this post office three times after two identified “faults”. This culminated in the offer to retake the photos on the third occasion. When challenged, the person in charge check the photo using a template in front of me. I suggested this it showed the photo was within bounds. The attending official’s response was “I am not going to argue with you. I am given the discretion and I have exercised it. We can retake the passport photos for $16.95.”
This generous offer was declined and I walked 15 minutes to the next post office where the application was accepted.
