Yes, this is one of the attractions in Canberra that costs something. But $15 for a family to get a great view of Canberra is worth it in my opinion. The inside viewing area could do with a bit of a makeover to avoid the 70's look, but it is helpful that they've got signs showing what part of Canberra you're looking at. The outdoor area is nice altough as has been noted it could be a bit more accessible. I'd go back.
The only way to get to the outdoor viewing deck is via the stairs. This is actually quite sad knowing that you can enjoy virtually uninterrupted views of Canberra from these two levels of upper deck. The most OVERATED attraction of all times! Exhorbitant price to get on a 15 seconds lift ride and then...
A. Try to take photos of the beautiful views through dirty glass
B. Have a disgusting coffee and pretend you are still having a good time
C. Fork out some more to buy Canberra souvenirs for the family.
I would also like to mention that apart from the car park, the place is absolutely non-wheelchair friendly. If you want to get a view, there are 3 steps to get to the viewing deck.

We went up to the viewing level on a trip to Canberra recently. It had changed some since the last time we were there, with a few renovations, or so it seemed. The children loved the view from the top, and picking out all the local iconic landmarks. A friend was particularly intrigued by the strategic planning of the city. All makes a whole lot more sense from Black Mountain. I also noticed that the entire tourist destination was very much wheelchair-friendly, from the carpark through to the lifts. Nice to see.
