I love this place. I have Cica Chicken. It is their speciality. Crispy fried chili chicken. With not too much chili, because I don't like things that hot, but they get it just right. I'm surprised by the other reviewers. I responded to one of them but thought I should give my own review with stars to equal it out.
Desperate for food and kicking myself for declining McDonalds, I had the misfortune to visit Cica in St Kilda recently. In hindsight I wish I had been put off by the ugly decor and grubby appearance of this restaurant, however, at the time I was starving. The tables were tiny (entirely inappropriate for Chinese food) and the menu contained a variety of stock standard Chinese restaurant fare, at stock standard prices. I ordered sweet-and-sour vegetables, figuring that sweet-and-sour is nearly impossible to get wrong. Turns out I was the one who was wrong. What arrived before me was a limp plate of chewy, stringy vegetables in a watery sauce that tasted like eating pins and needles and despair. At this point I must pause my diatribe to list some of Cica's good points: 1. The staff were happy to prepare my meal quickly when my friend requested; 2. Surprising, in 14 years living just down the street from this place I have never had a bad meal from here and I eat there frequently. Must have been a bad night!
This has to be one of the worst Chinese restaurants in Melbourne. Its only advantage is that it opens quite late, but that is no excuse to eat there. It took quite a while to get served, even though the place was pretty empty, though when I said my friend had diabetes and needed food urgently hers came quite quickly. The staff weren't all that friendly either. The ambience isn't so bad - normal very run-down Chinese suburban - but the food at least on the night we went was very poor - vegies not frozen, but tasteless and undercooked, the rest of the food just bad, we were both very hungry but neither of us finished our meals. I love Chinese food but I can't recommend this place.
I can't believe this. I go here specially I love it so much. Cica Chicken. That is what I order. I hope they never go out of business because I get cravings for this chicken. Matter of fact, I've got it now.
