Phillip Island has a beautiful natural landscape and the penguin parade is well worth a visit. The penguin parade is charming although short-lived and the penguins are sensitive- so be prepared for the risk that they might not appear! It would be great to have more facilities for tourists as it's a long drive out there.
Apart from the koalas, racing circuit, beautiful seascape, and a chocolate factory, most of the tourists, both local and overseas, visit Phillip Island for one main reason: to watch the little penguins come back from work!
If you arrive early enough, I would suggest getting ready at the door so that you can get the front seat at the seashore where the penguins emerge after sundown. Be prepared with a large crowd during holiday seasons that can be quite unruly and breaking the rules such as taking pictures and videos where none are allowed.
During peak periods, even the food court and merchandise shop has a long queue, unless it is after the viewing where most have to go back to their buses.
They key to visiting Phillip Island is to be there early. Three-park pass is of good value and gives you access to all the tourist attractions within the island, so make sure you have enough time.
