I've been to this 'institution' in Esplanade park just outside the Fremantle fishing boat harbour area. It's been there forever... and looks that way.
The structure, feel, atmosphere, surroundings and decor appeals to a particular clientelle. Family friendly environment and seating design makes for less formal experience. Hence appeals to family and children ... the children can just run around in the park in front of one. This makes it relaxing in that respect.
